The City Manager serves as the chief executive and administrative officer of the city and is appointed by the city council.

Holden Osburn serves as the City Manager for the City of Darien, Georgia, where he leads the day-to-day operations of municipal government and works closely with elected officials, employees, partner agencies, and community stakeholders to advance the city’s vision and priorities. With a career rooted in public service, Holden brings a unique blend of leadership, operational experience, and community-focused decision-making to local government.

Holden began his public service career in law enforcement, where he developed a strong foundation in leadership, accountability, and service to others. His commitment to protecting and serving the public led him to become a Georgia Certified Peace Officer, a distinction he maintains today. The experiences gained during his years in law enforcement shaped his approach to leadership and reinforced his belief in the importance of integrity, professionalism, and responsive public service.

Recognizing the opportunity to make a broader impact on the communities he served, Holden moved into local government administration. Throughout his career, he has remained dedicated to strengthening public services, promoting fiscal responsibility, and building collaborative relationships among residents, businesses, elected officials, and governmental partners. His work has included oversight of municipal operations, strategic planning initiatives, budget development and management, infrastructure improvements, economic development efforts, personnel administration, grant management, and intergovernmental coordination.

A graduate of Savannah Technical College, Holden is committed to professional development and lifelong learning. He is an active member of the Georgia City-County Management Association (GCCMA) and has a long history of civic and professional leadership. He previously served as Senior Vice President of the Atlantic Chapter of the Georgia Police Benevolent Association, advocating for law enforcement professionals and promoting public safety initiatives throughout the region. He also served as Vice President of the Long County Chamber of Commerce, where he worked alongside local business and community leaders to support economic growth and strengthen community partnerships.

As City Manager of Darien, Holden is particularly proud to serve Georgia’s second oldest city, and one of the most historic and distinctive coastal communities. He is committed to balancing responsible growth and development with the preservation of the city’s rich heritage and unique quality of life. His leadership philosophy centers on transparency, accountability, innovation, and a genuine commitment to serving the public interest. He believes that successful local government is built upon trust, strong relationships, and a shared vision for the future.

Beyond his professional responsibilities, Holden is deeply committed to his family. He is a devoted husband and the proud father of four children. His role as a husband and father has strengthened his appreciation for the importance of safe neighborhoods, quality public services, and vibrant communities where families can thrive.
